We are looking for a Principal Business Analyst in Bloomington, MN. This person will be working on a Record Retention effort as part of the SOC Remediation project. In that they will need to be able to:

  • read and interpret federal regulations on SOC2 and record retention
  • work with business leaders from the Health Plan to share the scope of the work that affects their area
  • help determine how to meet the regulations
  • work with project leadership to put together a road map to compliance

ACCOUNTABILITIES:

  • Develops technical specifications; consulting on technical design to align with business needs.
  • Proposes, analyzes and interprets business partners needs; ensuring business requirements are clearly documented and understood.
  • Reviews application problems, creating and documenting function and technical specification for the solutions.
  • Provides business process subject matter expertise to application development team members; serving as a liaison to business partners in order to facilitate analysis, documentation, and validation of functional requirements.
  • Leads internal projects to support and/or improve business processes.
  • Works with technical teams; interpreting and documenting optional functionality to propose to the  business partners.
  • Proposes screen, report, and dataflow changes to improve service usability and business partner satisfaction.
  • Documents business priorities for IT service changes; triaging and overseeing actions, changes to priorities, and issues regarding those requests for the application development staff.
  • Provides Risk Analysis and Cost Benefit Analysis for business partners regarding expectations for costs and resource availability for SRFs, mid-sized projects, major projects, and issue resolution.
  • Tracks developers progress with assigned tasks, ensuring they've the capacity to meet timelines; works with Application Management if deliverables are not being met.
  • Tracks, maintains, and retains documentation that supports the adherence to standards, processes, and procedures.
  • Provides analysis and ensures that business partners understand the value of process, policy, and/or procedural changes for
  • Approves implementations and ensure that the appropriate documentation and approvals are retained.
  • Ensures the appropriate training, documentation, and support is provided to  business partners for system changes and/or new development.
  • Documents data flows through applications; demonstrating system functionality.
  • Creates and executes test plans for large- to enterprise-wide systems changes; coordinating resources to ensure effective testing.
  • Ensuring that the appropriate data and functionality are available for testing; running programs and producing reports to aid business partner testing.
  • Maintains and prioritizes testing issues logs; ensuring issues and scope changes are managed within the developers; workflow.
  • Assists developers with unit testing; tracking the flow of data through programs and databases.
  • Accesses databases and programs in production to make emergency rudimentary changes to ensure business functions continue.
  • Researches issues, reviews databases for correct data at varying points within the process to determine at what point the error occurs.

SKILLS/EXPERIENCE:

  • Expert knowledge of software tools and utilities (dependent upon position assignment)
  • Strong working knowledge of three or more programming languages
  • Highly proficient in word-processing and spreadsheet software
  • Experience with specific business areas in the healthcare field
  • Effectively establish and maintain working relationships with peers and constituents
  • Good written and oral communication skills for technical and non-technical topics
  • Effectively analyze and resolve problems
  • Ability to read and write technical documentation
  • Arbitration and negotiation skills
  • Able to handle and manage a high degree of change
  • Quickly assess and prioritize work strategies

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in Computer Science, Business Administration, Management Information Systems or 6+ years experience
  • 5+ years experience in workflow management, incident resolution and prioritization.
  • 4+ years experience in current healthcare software/hardware technology
  • 3+ years experience in small- to medium-sized project management leadership
  • 5+ years experience in current healthcare software and/or hardware technology
